Abstract

Due to the forced sale of land to pay inheritance taxes and the aging of farmers, urban agriculture is struggling to survive, and the amount of farmland has been decreasing conspicuously. Preserving the valuable natural environment in urban areas-including agricultural land and green areas-requires a comprehensive study not only of regulatory reforms in the Urban Planning Law, but improvements in funding measures for local public entities and the tax system.
