Abstract

The rapid development of Information and Communication Technologies (ICT) affects all socio-economic sectors. The Digital Transformation of Public Administration (PA) is becoming a strategic priority for governments worldwide. E-Government (and now Digital Governance) improves the efficiency and quality of public services and creates a new environment for citizens to interact and communicate with the PA and governments, with key condition the acceptance and support from the PA 's human resources. The aim of this study was to investigate the factors that affect the acceptance and use of e-Government (e-Gov) by civil servants and determine their attitude towards its benefits and its contribution to Administrative Reform. The survey was conducted on a sample of civilian personnel of a unit from the Ministry of N.D with a structured questionnaire (based on the Unified Theory of Acceptance and Use of Technology scale). According to the results, the conclusion was the strong positive attitude and acceptance of e-Gov, its benefits and utility, by the human resources of PA. However, the Greek state should adopt strategies of Total Quality Management and Change Management, enhancing the participation, training and development of civil servants, systematically and continuously, in order to achieve the digital transformation of PA and its continuous improvement .
