Abstract
It is noted that achieving high efficiency of public administration is possible by introducing a new management paradigm that is a combination of state administration and public administration, the development of democratic foundations in society, transparent information policy, rational organization of the management apparatus, planning and forecasting of sustainable development, a well-considered personnel policy in public authorities on the principles of professionalism, the guarantee of legality and control over the implementation and enforcement of laws. The level of institutional changes in any area of public administration is determined by the effectiveness of the implementation of the management system by the relevant state institutions. Today’s realities highlight the problems of improving the governance system in state institutions in order to ensure the quality and effectiveness of the performance of the respective functions and services. Therefore, the solution to the problem of the efficiency of public administration is now one of the first places and needs an in-depth theoretical and methodological research. Turning to the methodological aspect of the problem, it should be noted that the assessment of the effectiveness of public administration is an independent and complex problem of the theory of public administration. The complexity of this problem lies in the absence of a single result in the public sector, which is a profit for commercial structures, and also that in the literal sense the results of the activity of state administration institutions can not be directly measured. In the article the theoretical and example questions of application of indicators of estimation of efficiency of the state management are considered. The criteria, indicators and indicators of foreign and domestic methods of evaluating the efficiency of public administration are analyzed. A number of questions concerning further scientific researches have been identified.
