Abstract
The article is devoted to the study of the peculiarities of the application of public-private partnership (PPP) mechanisms in regions with low financial stability. The group of constituent entities of the Russian Federation in various federal districts with relatively low rates of gross regional product and a fairly high share of gratuitous receipts in the revenue side of the budget is selected for the study: Republic of Mordovia, Republic of Tuva, Zabaykalsky Krai, Pskov Oblast, Oryol Oblast, Jewish Autonomous Oblast. The evaluation of the effectiveness of the use of PPP tools in this group of regions in comparison with other subjects of the Russian Federation is carried out, the current regulatory framework regulating PPP in them is analyzed, as a result of which the key problems inherent in such territories are identified. Based on the best regional practices, a set of measures and adjustments to the regulatory framework aimed at improving the efficiency of using the PPP mechanism in regions with low financial stability is proposed.
