Abstract

In the conditions of the hybrid war that is going on in the East of Ukraine, changes in the forms and methods of application of the Armed Forces of Ukraine, the problem of the effectiveness of military educational activities, which would meet modern requirements, has become especially relevant. This is especially true of the training of reserve officers in Ukraine.The analysis of the current legal framework, current requirements for the procedure and organization of training of reserve officers, allowed the authors to establish many indicators of the effectiveness of military training units of the training of reserve officers and suggest a way to combine them into two common types. These are the types of indicators that characterize the cost and effectiveness (quality) of military training of citizens in military training units.Based on this, the article for the first time establishes the main complex and partial indicators of the above components of the effectiveness of units of the training of reserve officers in Ukraine (cost, effectiveness) and identifies the relevant integrated indicator and criteria for their effectiveness.The basis for assessing the effectiveness of the training system of reserve officers was that today, the principles of organization and financial support of military training in different military training units of the training of reserve officers are different, ie formed by the governing body of each military training unit, which significantly affects their costs (costs) for military training of citizens and, accordingly, for its effectiveness (quality) in each military training unit of the reserve officer training system.Using the proposed methodological approaches to assess the effectiveness of military training units of higher education institutions, the target function of the effectiveness of the reserve officer training system is determined, which can be used to quantify the quality of reserve officers training in different units and regions of the reserve officer training system. This will make it possible to identify possible areas for improving the effectiveness of training for the reserve officer-training program and to clarify the content of the main categories, principles and conceptual principles necessary for further reform of the reserve officer training system in Ukraine.
