Abstract

Disasters have effects on societies surrounded by various physical and psychological outcomes. Each society has its own way in coping with disasters because it has its own social contexts. Differences of social contexts can be explained by disaster issues. The occurrences and developments of disaster issues in societies are result from the differences of social contexts. This study reviewed the issues of China`s Sichuan earthquake and Korea`s Typoon Rusa and compared the both countries` social contexts. In responsibility issue, the collapse of school buildings was main controversial issue. In chinese case, the organization composed of victims was more temporary and the intervention of NGOs was more individualistic than Korean case. The response level of Victims`` activity was strong in Korea compared to China. In Korean case, local political institutes such as local political party and local Chamber of Commerce and Industry sided with local victims. The result showed that Korea is more pluralistic society than China. In chinese case, social values are concentrated to the central government and, therefore, voluntary activities kept step with policies of central government.
