Abstract
The purpose of the work is to analyze the features of the formation of a strategy for the development of the housing and communal services system on the example of the draft strategy for the development of housing and communal services of the Russian Federation for the period up to 2035. The main problems of functioning of the sphere of development of housing and communal services (housing and communal services) at the present stage are considered, the characteristic of the housing and communal services strategy is given. The analysis of internal and external factors influencing the formation of this strategy in Russia is carried out. The main stages of strategy formation are considered on the example of the draft strategy for the development of the housing and communal services of the Russian Federation until 2035. The main problems of the industry and the most effective solution to its modernization are identified. The results of the study can be used for further development of the strategic management of housing and communal services of the Russian Federation.
