Abstract

Introduction. Analysis of existing support measures for single-industry towns, clusters, investment and cluster policy in the Russian Federation, as well as of the practices in investors and residents attraction to single-industry towns, efficiency assessment of support measures to single-industry towns, monitoring of research activities and authorities reports indicate that investment problems, including cluster initiatives in the territories for priority socio-economic development (TPSED) of single-industry towns are far from being resolved. They are conditioned by the limitations imposed by the development and implementation of government programs in the Russian Federation, Federal special-purpose programs, Federal targeted investment program, infrastructure, investment and other projects, by fragmentary character of infrastructure development, risks existing for investment in the TPSED of single-industry towns, problems of regional investment policy, presence of infrastructure limitations for cluster development in the TPSED, and the single-industry towns profile. Aims. The aim of this article is to define directions for improvement of cluster formation investment vehicles in the TPSED of single-industry towns. The following methods were used: theoretical research, system analysis. Results. Suggestions were made for changes in the law referring to support and funding clusters and the TPSED of single-industry towns, long-term planning improvement and organizational support to investment vehicles. Conclusion. Recommendations suggested may appeal to regional developers of TPSED of single-industry towns aiming to use cluster approach, as well as may be applied in adjusting investment and cluster policy in the Russian Federation.
