Abstract

Objectives The purpose of this study is to find out the possibility and way to apply Kohlberg's Just Community in elementary physical education as a proposal for the formation of a democratic and moral community culture.
 Methods A literature study was conducted to achieve the purpose of this study. To this end, this study tried to find the meaning of related research papers focusing on the subject words such as elementary physical education, community education, and Kohlberg's community of justice.
 Results Elementary physical education has equipped with elementary physical education based on practical problem-based situations, elementary physical education centered on group discussion, and moral environment. Therefore, elementary physical education has the potential to apply classes from the perspective of Kohlberg's Just Community. For this purpose, the principles for applying a justice community in elementary physical education are the principle of direct democracy, the composition and operation of committees, and the conclusion of social contracts. The directions of application are harmony between justice and community, discussion and education of practical dilemmas, and the role of teachers as moral advocates. Through this, learners will be able to learn democratic attitude formation, moral development, and moral responsibility.
 Conclusions Elementary physical education meets the conditions for applying a Kohlberg-style community of justice. Kohlberg's approach to justice in elementary school should be used as a one of teaching principles that can improve students' democratic consciousness and morality.
