Abstract

This study identifies the necessary environment for a culture-based community to be a sustainable mature community. Based on the concept of community, community development factors and stage of development, culture and arts concept, and policy implementation theory, this study derived and analyzed policy execution analysis models suitable for culture-based community projects. A qualitative case study method was adopted as a research method, and the “Gamgol Community” in Sadong, Ansan, “Sangdong Community” in Daebu-dong, Ansan, and “Grimae Village” in Sinse-dong, Andong were selected a success stories of culture-based communities. The analysis revealed that the policy execution environment of culture-based communities was insufficient to implement policies smoothly, but the goal setting and publicity of the community considering the characteristics of local culture and community participants played an important role. Second, space support in policy enforcement resources was required depending on whether the community was utilized, and human resources were a major factor in the growth of the community, indicating the need for various policy support. Third, although the consistency and clarity of the policy implementation contents itself are well revealed, the communities were found to be well aware of the project details and was in a state where its purpose was consistent. This study is meaningful in presenting the direction and practical implications of community development by deriving the model of policy execution analysis based on the systematic study approach toward culture-based communities.
