Abstract

The article identifies the theoretical and methodological foundations of the domestic market in the national economy. The analysis of the categorical apparatus of the market, the market in the context of socially significant goods is carried out. As a result of the analysis it is established that satisfaction of needs of the population occurs in the market of the goods and services. Taking into account the fact that the generalizing concept of “market” has not been established, there is determinism of multiple definition of the category consumer market. The concept of “consumer market” is generalized. In the article, as a result of the analysis of the categorical apparatus, the domestic market of socially-oriented goods and services is proposed to be interpreted as a permanent system of elements that ensures the production and sale of socially-oriented goods and services, where there is free competition, as well as state regulation of prices and tariffs. Thus, the main properties of socially-oriented goods and services are determined: they are included in the basket; do not have goods (services) substitutes; impossibility to refuse consumption of goods and services even in the absence of purchasing power of consumers; require state regulation and control over prices and tariffs; access to such goods and services affects the national security of the country. The analysis based on the generalization of research on the elements of socially significant goods and services made it possible to justify their definition as socially oriented goods and services. It is proved that in the researches of both Ukrainian and foreign scientists the general definition of the category “socially-oriented goods and services” was not provided. Based on the selection of the main components of the goods and services, a general definition of socially oriented goods and services is formulated and proposed. Its main content is that they should be available to the general public, population, because they meet the needs of basic necessities, they should be subject to state regulation and monitoring of prices.
