Abstract

The features of ownership, use, disposal of public things intended to meet national needs are investigated. Objects of private property are also included in the composition of public things at the discretion of the authorities in a state of emergency. Public things, unlike other property, are less inherent in the attributes of commercial use, obtaining commodity and other material benefits. Considerable attention is paid to the correlation between the regulation of the management of state and municipal property with non-public property, including things related to common ownership.
