Уровень и качество жизни населения в регионе в условиях инновационного развития: муниципальный аспект (на примере Пермского края)

Abstract

Introduction. Presently, Russian economy, including the economy of the regions, is characterized by a widespread application of innovations. However, innovative development of territories is not an end in itself. Today, this type of development is considered to be one of the most adequate ways to create economic growth, as well as to improve the well-being of the population in a particular territory.Aims. The paper is aimed to monitor the level and quality of life of the population in municipalities (exemplified by municipal districts and city districts of Perm Krai).Methods. The methods of comparative and statistical analysis were used, as well as the calculation of private and integral life quality indices, which made it possible to identify the areas with the best and worst indicators, and also rank the study areas and counties on the factors of advantages that specific territories have over others. Leaders were also singled out for the index of the integral index of the quality of life among the municipal districts and city districts of Perm Krai.Results. Most of the indicators were analyzed in dynamics over several years, which gave systematic data on the population’s level and quality of life in particular territories within the same region. In the course of the study, the territories of Perm Krai, including 48 city districts and municipal districts with more than 1,000 citizens, were examined. The selected territories were assessed in terms of key analysis components of the population’s level and quality of life in the regions, which illustrate the level of real and nominal incomes of the population; degree of consumer market development; quality of living conditions; provision with housing and basic material goods development; the level of development of health and education spheres; environment; development of the labor market and the migration attractiveness. A total of twenty partial indicators were used to analyze general index of the life quality of population.Conclusion. The analysis of the main indicators of the population’s level and quality of life in dynamics over one territory and in comparison with similar territories led to a conclusion about the level of socio-economic development in a territory, its attractiveness for living. Also, this analysis made it possible to draw conclusions about how effective are these or other measures carried out in a particular region aimed to improve the well-being of residents. Hence, recom-mendations can be developed to adjust the social and economic policies in Perm Krai.
