Abstract
The article discusses urban energy development, including aspects of the development of urban energy policy. The research presents development mechanisms (tools) for both urban energy and urban energy policy. The professional community of power engineers of a large city is considered as an institution for the improvement of the city’s energy sector. Also, the need to examine the city’s energy policy is substantiated, the reasons and priority areas for the development of community tools for urban energy are identified.
