Abstract

This study aimed to derive an operational plan for establishing and revitalizing the developmental direction of small libraries by conducting surveys and focus group interviews with users, operators, and experts of small libraries. To analyze the usage behavior, a survey was conducted with residents and small-library users of Seongnam-si, which has the largest number of public small libraries in Gyeonggi-do. Another survey and focus group interviews were conducted with small library operators and experts to study their perceptions. Based on the survey results and focus group interview analysis, the operational strategies are summarized as follows: First, small libraries must secure finances and expand their operational workforces. Second, small libraries must strengthen their functions as spaces for promoting literacy and lifelong education, along with providing information. Third, local governments must form consultative bodies where stakeholders can exchange opinions concerning small library policies and plans.
