Abstract

In the article we showed that the" digital revolution " had little impact on the development of the economy, as shown by the analysis of data on labor productivity growth (1995-2000) and multifactor productivity in the United States (2010-2015), a comparative analysis of incoming and outgoing flows of the IT sector (1987-1998). ICT spending in the world as a whole is huge and growing faster than GDP. However, ICT contributes to economic growth only upon reaching the minimum threshold of infrastructure development and the return of high cost requires growth in sales, which is problematic in the downturn in the global economy and not feasible for many countries.The largest IT corporations receive dividends from the development of the "digital economy". At the same time, most of the revenue of technology giants is associated not with the real, but with the virtual economy, and the value of their income is comparable to the GDP of the largest countries in the world by GDP. The dominance of IT corporations can lead to the fact that the whole new economy will be managed only by them.The role of technology in the modern world is changing, and if the third technological revolution was aimed at changing the economy, the fourth-a profound change in man and therefore it is more appropriate to call humanitarian and technological.It is a process of global and deep changes of the person and society on the basis of NBICS technologies which gluing basis are digital for the purpose of cardinal reorganization of the existing social and economic order. In the new system, the nature of benefits is concentrated not in the field of improving technical and economic processes, but in the field of behavior management.Even now, under the influence of digital technologies and modern culture, which is confirmed by many studies of the digital generation, deep changes are taking place with the human psyche. And this is the basis for the management of human behavior in all spheres, including in the economy, along with the process of algorithmization of all aspects of life in the modern world. But this is a dead end for the development of society and the traditional economy.
