Abstract

The purpose of this study is to seek for answering the following questions by bringing out three issues in Korean military service system. First, why do Korean people raise a question about the results of physical examination for draft? Second, why a recruit and his or her family are worrying? Lastly, why does evasion of compulsory military service occur ceaselessly, especially, from soldiers who need special care and custody in the military? As a solution of the issues, feasible measures were considered to provide systematical improvements of the problems with policy support after diagnosing both administration of military affairs, including the process of draft and entry into the service, and symptoms of the soldiers in need of special care and custody. The results of this study show that it is necessary to present ‘a management plan of developing administration of military affairs’, including the draft process and entry into the service, and also a plan of managing the soldiers who need special care and custody. Therefore, among the tasks toward ‘An Age of Hope: a Korea where Military Service is of Great Value’ of Administration for Military Personnel Management, this study provides details of the management plan to establish a system with correct and clear process of draft and justice of judgement of being exempted from a military service or not are achieved, without allowing anyone who attempt to evade military service by unlawful means. The fulfillment of military service duty with great pride is a fundamental factor in making a stable state and binding Korean people together. The slogan of ‘An Age of Hope: a Korea where Military Service is of Great Value’ should be supported with practical measures to encourage all people to participate in it and to gain the sympathy from them. The findings of this study can contribute to achieve ‘realization of a society with fair military service culture’ and ‘a military service system where fulfillment of military service duty is of great value and pride.’
