Abstract
In recent years, the adjustment of agricultural foundations in and around rural settlement areas has been planned in a positive manner. This adjustment of the agricultural foundation has been categorized as a rural settlement foundation adjustment. This adjustment has two sides: one, the readjustment of agricultural land and the other, the adjustment of expanding rural settlement areas.It is considered that the land utilization order within such an adjustment area will happen through continued planning and supervision of the adjustment plan and through a continuous regulation of the rights of land tenure. Such a plan for the adjustment of rural settlement foundations demands a practical method which takes into consideration thestate of land tenure and the intention of land owners.From the above viewpoints, this study deals with the method of adjusting rural settlement foundations in the Takigawa Area in Takasaki City as seen from the regulation of rights.1. Three types are considered for a master plan for the adjustment of rural settlement foundations in the Takigawa area. Among the three types, Type No. 2 has now the greatest possibility for success. Therefore, Type No. 2 will be a model to find a method of regulation of rights.2. The problems from the point of regulation of rights regarding the adjustment area came from the analysis of the land tenure. The land tenure analysis was made for each zone that was classified into zoneA, B and C in compli ance with the status of land use restrictions.3. In order to evaluate the method for regulation of rights, the intention of land owners regarding the future land use and adjustment method was seized.4. Based on the above analysis, the method of the adjustment of rural settlement foundations as viewed from regulation of rights was studied.(1) In order to realize the full-scale adjustment of rural settlement foundations, a total disposition to move the location of the substitute lots a great distance within the adjustment area is unavoidable.(2) Two systems, namely, the agricultural land system and the building lot system are absolutely necessary for land appraisal for the exchange of one lot for another and the disposition of substitute lots.(3) The order of land use in an area of the adjustment of rural settlement foundations will be realized by means of continuing planning and supervising of the adjustment plan. The main contents of the planning and supervising are reappraisal of the land use plan and regulating the rights of land tenure that accompany it.
