Abstract

This article discusses scientific developments regarding assessing the efficiency of the functioning of transport systems and transport infrastructure. During the study, the scientific works of Russian scientists in the areas indicated above were analyzed in detail. Their distinctive feature over the last decade has been their focus on various manifestations of scientific and technological progress. This feature is associated with the accelerated development of all kinds of technologies, their widespread influence on the life of modern man, as well as on the socio-economic system in general. The work pays special attention to the digital transport infrastructure of the region, provides the concept and its key features. This focus of the study is associated with the significant importance of the digital transformation process within the framework of the socio-economic development of the region. In accordance with the author’s definition, digital transport infrastructure affects the entire transport complex and includes transport, innovation, communication and information infrastructure. Digital transport infrastructure is determined by the following features: higher “speed” of transport infrastructure, high level of population mobility, increased degree of security. This focus of the study is associated with the significant importance of the digital transformation process within the framework of the socio-economic development of the region. At the moment, there are no comprehensive methods for assessing the effectiveness of the digital transport infrastructure. The lack of assessment tools is due to the complexity of the concept of digital transport infrastructure, as well as the lack of knowledge of the issue of digital transformation of the transport complex as a whole. The authors of the work propose a matrix of indicators for assessing the effectiveness of the functioning of the digital transport infrastructure of the region. The developed matrix consists of four blocks, corresponds to the structural elements of the digital transport infrastructure (transport infrastructure, innovation, communication, information) and is built in accordance with the following criteria: mobility, speed, security, control. Based on the proposed matrix of indicators, it is possible to calculate the integral index of digitalization of the region’s transport infrastructure, which will make it possible to adjust long-term goals within the framework of the socio-economic development of a particular region.
