Abstract
The issues of rulemaking in the Russian diving industry in recent years have the greatest relevance, however, as in many other industries, they lag behind the existing reality. The presented study analyzes the problems of legal regulation of diving operations carried out in EMERCOM of Russia. 
 The conclusion is made about the insufficiency of legal regulation of these works. Attention is focused on the need to develop a Federal law «On the legal regulation of diving operations in the Russian Federation». To date, there is a need to create a new system of training and training of diving personnel in the Russian Federation, to develop a basic program for training and advanced training of professional divers according to uniform standards for each category. The reasons for the insufficiently high result of standard-setting activities in diving in Russia are indicated.
