Abstract

The purpose of the expert analysis of the manuscript is to evaluate the quality of the conducted dissertation research of Vilsur F. Saetgarayev “Organizational and legal mechanism of cooperation between internal affairs bodies and civil society institutions in the sphere of combating corruption”, submitted for the degree of Candidate of Legal Sciences in the specialty 5.1.2 Publiclegal (state-legal) sciences to the dissertation council DS 03.2.001.02, created on the basis of the Academy of Management of the Ministry of Internal Affairs of Russia. Method of research: the general scientific method of comparison and derived from it methods of comparative jurisprudence are used as the main one. Research results: the opponent describes the main merits of the dissertation research, its relevance, absolute scientific novelty and practical significance, as well as critical judgments on some issues reflected in the dissertation, which will allow in the future to further explore the institution of cooperation between internal affairs bodies and civil society institutions on anti-corruption issues. Scientific novelty: comparison of the results of V. F. Saetgarayev’s dissertation research is carried out with foreign anti-corruption legislation, by-laws and similar on the problematic issues scientific works of foreign authors, which were not previously attracted by other researchers as literary sources. The opponent introduces into scientific turnover new literary sources in several foreign languages on the topic of research. Practical significance: the mechanisms of analytical evaluation of the dissertation research on cooperation between internal affairs bodies and civil society institutions in combating corruption proposed by the author can be used in the future to assess the quality of scientific research in the field of anti-corruption.
