Abstract

The article presents a theoretical generalization and a new solution to the scientific problem, which is to determine the system of law enforcement bodies that interact at the regional level and the specifics of coordination of their law enforcement activities. Under the law enforcement activities, it is proposed to understand such state activity, which is carried out with the aim of protecting the right by specially authorized bodies through the application of legal measures of influence with strict observance of the procedure established by law. It was established that the system of law enforcement bodies is a unified system of specially authorized state bodies, institutions and organizations formed on the basis of legislation, which, within the limits of their competence, have the right to apply measures of persuasion and coercion in order to protect the rights, freedoms and legitimate interests of individuals and legal entities, protection of the material and spiritual values of society, protection of the constitutional system, ensuring state sovereignty, territorial integrity, inviolability and security of the state. It is advocated that the system of law enforcement bodies should be in constant interaction and coordination. The basic principles, which should be the basis for coordination of law enforcement bodies at the central and regional levels, are defined. It was stated that the system of law-enforcement bodies consists exclusively of state bodies, all of them constitute a system that corresponds to a two-tier structure: the central level and the regional level. It is noted that the only common and unchanging function that unites all law enforcement agencies in the system is the law enforcement function.
