Abstract
Islam, as a social and universal religion, has been seeking civilization since the beginning of its emergence. After its establishment, Islam quickly became the founder of a wonderful civilization in the world; In such a way that it owes other civilizations, including Western civilization. Whether Muslims can regain their civilization and shape a new Islamic civilization in India requires conditions and components that must be provided. So far, a lot of research and discussions have been done on the characteristics of new Islamic civilization, but the drivers, which are in fact highly influential components that the system is sensitive to changes and have significant impact and manipulation, have received less attention. In fact, by focusing on these drives we can lead the Muslim community towards the formation of a new Islamic civilization. In this paper, first, the components of civilization-building were calculated from the Delphi method, and then, the drivers of new Islamic civilization were obtained using the method of bilateral impact analysis and using the MIC MAC software.
