Abstract
Background For the innovation economy the transformation of scientific and technological capacity in the final result is crucial. Intellectual property (IP), which reflects the ownership and disposition of scientific and technical developments and is the key to development of innovative economy, is a sphere of Russian national interests as it is defined at National Security Concept of the Russian Federation, approved by the Decree of the President of the Russian Federation dd. December 17, 1997 No. 1300 (as revised by Presidential Decree No. 24 dd. January 10, 2000). For the protection of intellectual property the Russian fuel and energy complex intellectual property security program is offered. Aims and Objectives To offer a Russian national program of protection of intellectual property of fuel and energy complex of Russia and institutional mechanisms for its development and implementation. Methods The analysis of the legal, economic and organizational aspects of the problem of protection of intellectual property of fuel and energy complex of Russia. Results The results of the Program are: - bringing the scientific and technical documentation to the proper law and regulatory approvals; - settlement of the acquisition, ownership and sales of intangible assets in the fuel and energy complex of Russia on the basis of the laws of Russian Federation and international practice; - formation of organizational and legal mechanism of creating a market of intellectual property objects of fuel and energy complex of Russia for 2013-2015; - increase of economic security. Conclusion As a first step it is planned to implement the Program in the Republic of Bashkortostan as a pilot project. Subsequently, it is planned to widespread the experience of the Republic of Bashkortostan in the regions of the Russian Federation and to create the single market of the Russian system of intellectual property, to adequate to the requirements of the international community.
