Abstract

The article defines the essence of the phenomenon of public and private-based university governance and for the first time substantiates the concept of "public and private-based university governance in the context of ensuring the effectiveness of educational activities." Based on the algorithm of definition of concepts (definition of the list of essential features of a concept; definition of a concept through the nearest genus; definition of a concept through its specific features) and analysis of a set of related concepts ("public administration", "public governance", "public and state governance", "state and public governance", "public control", "public-state partnership", "public-private partnership", "social partnership", "tripartite partnership", "partnership-based governance") the author's definition of public and private-based university governance in the context of ensuring the effectiveness is presented. It was substantiated that public and private-based university governance in the context of ensuring the effectiveness is a process of managing cooperation between various entities (state and private sector, institutions of civil society) on the basis of a combination of democratic procedures of self-management and cooperation aimed at increasing the efficiency and effectiveness of universities, creating their comparative advantages through the rational distribution of responsibilities and supplementing the resource provision of partners, increasing the level of managerial and economic capacity and viability, adaptation to rapidly changing environmental conditions, ensuring sustainable development and dissemination of innovations, creation of an innovative ecosystem. Prospects for further research in the field are presented - the study of Ukrainian and foreign experience and best practices of public and private-based university governance, substantiation of its theoretical foundations (principles, regularities, organizational conditions, models, etc.).
