Abstract

The article analyses the current electoral process in Ukraine on the basis of the study of the electoral code of the Ukrainian nation. The election process is characterized both in the context of the legal (legal) framework and the mental (the level of political culture of the nation and its political values). The study attempted to give an author's interpretation of the concept of «electoral code» of the nation. It is emphasized that the «electoral code» of a nation is a historically formed model of electoral behaviour in the context of perceiving / disregarding citizens of the main subjective components of the electoral process. The subjects of the modern political process are voters (electorate), political and economic elite, and political parties. In the context of retrospection, V. Lipinsky's views on the electoral process are analysed. In Ukraine, and his main subjects: voters, political parties and political elite V. Lypinsky raised the question of the very essence of the modern electoral process in Ukraine: money in exchange for the voter's voice. The «capitalization» of the electoral process and the low level of political elites in the context of its activities in the interests of the state and society is the first factor that influences the formation of the electoral code of the Ukrainian nation and the electoral process as a whole. It is noted that the second factor influencing the formation of the electoral code of the Ukrainian nation and the electoral process as a whole is the aggressive methods of introducing political struggle and distrust of the population towards political parties. The «electoral code» of a nation is a systemic concept, and in this study we conducted only a retrospective of the political views of the authoritative figure V. Lypynsky. His analysis of the «mass-elite» / «elite-mass» relationship showed the risks that exist in the current electoral process. The commercialization of society, the lack of traditions of recruiting elites and worthy leaders poses a threat to the formation of a democratic society in Ukraine. His views on the subjects of the electoral process should help in analysing the influence of the mental pluses and minuses of Ukrainians on the current election matrix.
