Abstract
The author analyzes the social and ethical problems of doctor education related to the Unified State Examination and the Bologna system. The following research methods were used in the work: study and analysis of the professional literature, synthesis, modeling, comparison, generalization, observation, system analysis and theoretical knowledge. It was concluded that the USE and the Bologna system led to a decrease in the quality of higher medical education and an increase in the number of diagnostic, therapeutic and ethical-deontological errors. The dissatisfaction of the population with the practice of providing medical care has also increased. The article contains a number of social and ethical recommendations that should be kept in mind when creating a national system of medical education.
