Abstract

The purpose of this current study is to analyze the effects of job resources, job demands, and personal resources on the organizational commitment of public officials at the individual and organizational levels. We utilized data from the 4th Public Service Life Survey, which were collected from 4,339 public officials in 63 institutions. To test our hypotheses, multi-level analysis was adopted, and the results showed that there were differences in the organizational commitment of public officials depending on organizations in which public official works. Specifically, the higher the change orientation, goal clarity, public service motivation, public service value, the higher the organizational commitment; the lower the role ambiguity, the higher the organizational commitment. Based on the findings, theoretical and practical implications were discussed to increase public officials' organizational commitment.
