Abstract

An ontological approach to solving the problem of knowledge representing about modeling modern organizational and technical control systems is considered. The purpose of this work is to form a model of the subject area of modeling a complex system in the field of public administration. The subject of system analysis is the assessment of the effectiveness of the functioning of a complex control system, considered as a separate object in the system modeling. The following are presented: the structure of the methodological support of the system under consideration and its composition, including the modeling methodology, the efficiency assessment methodology and the concept of support for the development and implementation of the system to support the choice of optimal parameters of the system functioning; the structure of the modeling methodology, including the system concept of assessing the effectiveness and the concept of describing the multi-level structure of a complex system; domain model for modeling and evaluating the effectiveness of a complex system. The model includes descriptions of a complex control system, activities for the design and assessment of the management system, development of a decision support system. The novelty of the proposed approach lies in its ability to impart a purposeful character to the activity of modeling a complex system with certain characteristics and logical structure, as well as in the ability to highlight essential objects of real relations in the practice of design and to present knowledge for the joint work of specialists in computer modeling of expert activity.
