Abstract
During 2013-21, this study analyzed the trend of increase and decrease in the number of students, schools, classes, and teachers, which are measurement units for calculating General Grant for Local Education, and the relationship between General Grant and the number of students. Based on the analysis results, it was discussed whether the statutory rate of General Grant for Local Education ordinary subsidies of the Jeju Office of Education was appropriate. As a result of the analysis, first, Jeju's General Grant remained at 1.57% of the total amount of General Grant in most cases with some exceptions. Considering the increase of the number or proportion of students, classes, schools, and teachers, which are major measurement units for calculating General Grants, the statutory grant rate in Jeju, which has been fixed at 1.57% since 2007, should be raised. Second, as a result of estimating the relationship between General Grants and the number of students, students per class, and students per school with a fixed effect model, students per class and students per school had a significant effect on the size of General Grants. As the number of students per class decreased and students per school increased, the average General Grants increased. The decrease rate of the number of students per class in the Jeju Office of Education is lower than the national average, which seems to be due to insufficient educational finances. It might be necessary to increase General Grants of the Jeju Office of Education. As the rate of decrease in the number of students per school was lower than the national average, the effect of this decrease in General Grants is expected to be relatively small. Based on the research results, there is a high need to raise the statutory General Grant rate of Jeju Office of Education.
