Abstract

The analysis of the last researches and publications educed the considerable variety of going near determination of making the estimations of effectiveness and efficiency of project management on the whole, and also project management in particular. The choice of descriptions which the attained results are determined on is conducted depending on the aims and criteria of their achievement put before a certain process. For determination of purpose and estimation of efficiency and effectiveness of his realization, usually, the most essential descriptions of processes get out. Among the different methods of their choice most known is a "function of development of quality" (quality function development ‑ QFD). As efficiency and effectiveness is related to the planned results, then it is more frequent talked about efficiency and effectiveness of achievement of certain goals. As aims, usually, such major descriptions of process, which can be measured, are elected, for example by time on adjustment of problem, educed by users or consumers, efficiency as volume of unproceeded or renewable in the used resources for the receipt of result, productivity as indexes of separate procedure or process on the whole.For description of purpose of every process a few descriptions of this process and criteria which they must satisfy get out, usually,, that a purpose was considered attained. These can be external and internal aims. For example, decline of amount of the disparities educed during a technological process to the requirements of standards of materials, diminishing of amount of refuses of the finished goods at tests or diminishing of amount of reclamations of end-user, achievement of certain result with the observance of norm of the use of resources. Among descriptions for estimation it is necessary to choose only those which substantially influence on achievement of aims. For the estimation of gaining end can be used also consumer properties of products which is produced.Different determinations of the understood effectiveness and efficiency of project of international and branch standards management are considered in the article. Dependence of indexes of effectiveness and efficiency of project management is shown here spheres of activity. On the example of industrial production general methods over of going are brought near the estimation of effectiveness and efficiency of project management.With the purpose of adaptation of project management to the requirements of management of quality and features of corresponding organization (establishments) it is necessary to develop the methods of estimation of effectiveness and efficiency of the system of project management, chart of sequence of the stages of realization of the noted estimation and contradicting indexes of effectiveness of processes and foods of project in accordance with the requirements of standards of ІSО, industry standards and positions.The worked out methodical going near the estimation of effectiveness and efficiency of the system of project management will allow to educe errors during realization of projects and bottlenecks in strategy of management, enables to avoid them in future projects and in the end will assist the cost of project facilities and time cutting.
