Abstract

Purpose. The research consists in substantiating the key directions of agrarian economic policy within the framework of macro-, meso- and microeconomic interaction on a system of multi-level strategic planning. Methods. The research methodology is based on the knowledge of economic theory, synthesizing the institutional and evolutionary approaches necessary for conducting a comprehensive analysis of the transition of the domestic agri-food system to a new development path. Results. The qualitative and quantitative characteristics of economic growth in agriculture in Russia are examined. It has been substantiated that the modern functioning of the industry occurs despite the natural laws of development. In particular, the record gross yield of grain and sunflower, as well as the positive dynamics of world food prices contributed to the fact that the income from the export of agricultural products in 2020 (29.6 billion dollars) exceeded the income from the export of machinery and equipment and chemical industry (25.1 and 23.9 billion dollars, respectively). The necessity of the industry's transition to the path of systemic and balanced development and its radical reconstruction based on the system of strategic planning has been argued. Practical significance. Conceptual provisions of state strategic planning in the agricultural sector should be associated with the formation of a flexible credit policy. The industry's need for concessional investment lending is confirmed by an increase in the limits for subsidizing concessional investment loans for the period 2017–2019 by 6.8 times. Scientific novelty. Theoretical and methodological approaches to substantiate the systemic and balanced development of the agricultural economy in Russia in the context of global challenges, taking into account the prerequisites and advantages of transformation have been developed.
