Abstract

The analysis was conducted concerning the main causes and factors of fatal injuries that occurred in 2014–2020 at hazardous production facilities of the mining and non-metallic industry of Russia. The source of primary statistical data is the information from the enterprises received by Rostechnadzor. The analysis showed that mostly fatal injuries occur during the underground mining operations at the non-ferrous metals, precious metals and stones mining facilities that are classified as hazardous production facilities of hazard class II. The facilities of class II of hazard account for more than half of the registered fatal injuries: in 2019–2020 — 55 %. The regime of continuous supervision of these facilities is not legally applicable, and in 2020, due to the pandemic, no scheduled inspections were carried out either. As a result of the rock mass collapse, 34 % of fatal injuries occurred, and during the operation of transport and mechanisms — a total of 37 % of the total number of fatal injuries. Every third fatal injury occurred due to a low level of production control at the mining facility, and every fourth due to a violation of the technology of work, failure to comply with the design solutions, the requirements of technological regulations and passports of work, completeness, and sequence of work operations. Shaft miners are most susceptible to injuries at the age of 25–45 years with a work experience of up to 7 years. The most traumatic time is from 09:00 to 15:00 on December Friday. The results obtained are used to reduce the influence of the prevailing factors and causes of fatal injuries occurrence during mining operations in the process of planning, organization, and implementation of preventive measures to ensure industrial safety at hazardous production facilities of the mining and non-metallic industry, underground construction facilities, as well as when updating federal regulations and rules for safe mining operations.
