Abstract

The article examines the implementation of anti-corruption programs of state authorities and local self-government bodies, the effectiveness of the fight against corruption at the state and local levels depends on their solution. The role of state authorities and local self-government bodies in solving these problems is shown. The article presents the results of research on anti-corruption programming of state authorities and local self-government bodies in Ukraine. A structural analysis of anti-corruption program documents of state authorities and local self-government bodies in Ukraine was conducted. Advantages and disadvantages of anti-corruption programs are identified and some measures for their improvement are proposed. It has been proven that the anti-corruption program is interconnected by tasks, resources, deadlines, participants of a set of measures, which is measured by target indicators and ensures the coordinated application of legal, economic, educational, organizational and other measures aimed at countering corruption in state authorities and bodies Local Government. It is concluded that the anti-corruption program is a system of goals, resources, measures, mechanisms and technologies for their implementation, methods of motivating subjects and objects of the program to eliminate the shortcomings of the functioning of the management system, which contribute to the development of corruption, which relatively fully reflects the content of this important tool of anti-corruption policy. It is substantiated that anti-corruption programs are one of the types of social planning to counteract negative phenomena in society, which should be characterized by systematicity, complexity, scientificity, feasibility and provision of resources.
