Abstract

The industry is undergoing a radical transformation of economic, industrial, and managerial relations under digital technologies and innovations. In this regard, the development of new strategies and development programs focused on the comprehensive upgrade of enterprises becomes an urgent issue for industrial management. The purpose of the study is to design a strategy model for the institutional transformations in industrial complex under the digital economy, as well as a methodological approach to the selection of the strategy type and synthesis. The concept of institutional transformation strategy is defined. A structural and logical strategy model is proposed that ensures consistency of goals, plans, tools, budgets, indicators, and the results from implementing strategic changes in an industrial complex in its long-term development. The key components and characteristics of the strategy model are described. The key areas of the model strategy, including software, expected results and funds, for institutional transformations in the digital economy have been outlined. The scientific novelty and practical significance of the research are manifested in the development of a theoretical and methodological approach to the selection of the strategy type and synthesis for the institutional transformations. This approach contributes to a systematic transformation of the industrial complex in a digital environment and applies simulation methods and graph theory. It is a scenario algorithm with three main stages: 1) the selection of strategic priorities and the best transformation strategy based on the market position analysis of an industrial complex; 2) synthesis of the chosen strategy based on a combination of the advantages taken from the examined alternatives; 3) integration of the transformation strategy with the economic model of an industrial complex. A simulation model based on the institutional transformation strategy has been designed for the industrial complex’s transformation and development in the digital economy. A system of economic indicators has been developed for the model’s implementation. The indicators reflect Russian industry performance and transformations. To test the proposed models and methodological tools, the strategic priorities and transformation strategies which are the most suitable for the industrial complexes in Voronezh, Lipetsk, Kursk, and some other regions have been selected. Production managers could apply the proposed model of the institutional transformation strategy for an industrial complex and the approach to choose the type and synthesis of this strategy in the development, analysis, and implementation of strategic reforms in industrial enterprises. Further research is seen to be in the area of modeling efficient resource allocation in the transformation strategy of an industrial complex, as well as developing the tools for the analysis of the strategic management system in an enterprise in the digital economy.
