Abstract
The paper reveals the features of manifestation, the fac-tors of the formation and functioning of the ideology and practice of extremism and terrorism in modern Russia in the context of globalization. The manifestations of ex-tremism and terrorism in recent decades have been analyzed, taking into account statistical indicators for the Russian Federation, as well as the electoral cam-paigns in Ukraine and the Middle East. The specificity of transformations of factors, subjects and forms of politi-cal extremism in Russia in the 1990s and 2000s is re-vealed. It has been established that the manifestations of modern extremism and terrorism, as well as the meth-ods and technologies of recruiting into prohibited groups, are becoming more sophisticated, and the phe-nomenon of extremism and terrorism itself poses a great threat to society. It is noted that the ideologists of ex-tremism use all the technologies available in the modern information world for influencing the consciousness and subconscious of potential adherents of their organiza-tions. Regardless of the form, goals, resources used, extrem-ism inevitably acquires a political character, as it be-comes one of the objects of application of political pow-er, despite its cross-border character. The authors iden-tified the latest trends in the problem of understanding the phenomenon of political extremism, which, in the context of globalization, has acquired a cross-border character, which practically coincides with the scale of the modern political world. Modern extremism and terror-ism are phenomena of a systemic nature with all the obvious institutional features of a global and national nature, therefore, they must be counteracted at the glob-al, national and subnational levels. Prevention and coun-teraction to extremism should be carried out by law en-forcement agencies, public organizations, and educa-tional and cultural institutions. In the center of the sys-tem of counteraction to extremism and terrorism in mod-ern Russia there should be ideological issues of preven-tive work with youth of all social groups.
