Abstract

Stable development of Ukraine is impossible to imagine without significant growth rates of foreign direct investment, which depend on the availability of a favorable business climate in the country. The multifaceted process includes a comprehensive state policy in the field of implementation of transparent and modern methods of pricing in construction. A flexible and informative system for determining the cost of construction should be based on the use of big data management software tools. Foreign methods of determining estimated prices have long been based on a systematic process of collecting and processing information from open sources. Collections of estimated prices in developed countries are not compulsory requirements, the norms are not approved by the central executive authorities or local self-government and are not enforced by any authorities. Domestic pricing methods in fact continue to copy the Soviet system of development of estimate documentation, which does not allow investors to make an informed choice between multivariate project solutions, as well as to timely monitor the effectiveness of management decisions using interactive technologies. In the context of globalization, decentralization and permanent reform of the Ukrainian economy, the system of pricing in construction, based on state norms and standards, should be gradually transformed into an open information system that would meet the modern needs of investors and facilitate the work of users-estimators. The easier, more understandable and more compatible with other software systems the pricing system in construction is, the less corruption component will be expected in the investor documentation.
