Abstract
An object, technical basis, tasks, information and software tools, organizational structure of energy management systems in the field of population centers heating supply are considered. The object of energy management is municipal heat-supply systems including heat sources, heating networks and buildings. Gas, heat and electricity meters make the main part of technical basis of the energy management system. Energy management system should provide the solution for the following main tasks: monitoring of the efficiency of energy resources use and the quality of heat supply, preliminary feasibility study of energy efficiency projects in the sphere of modernization of heat-supply for population centers, monitoring of actual energy efficiency performance of the implemented energy-saving measures and forecasting of the heat supply system working parameters. Structure of the databases and software for energy management systems are considered. Energy management system is implemented in the framework of a special unit within the structure of municipal administration, as well as heat supply organizations.
