Abstract
Introduction. Land is the most quantitatively limited and scarce resource, the use of which requires a certain technological device, it is an object of life support for each person, which should be constantly protected. Given the above land features, a special approach to land resources management should be applied, effective regulation of land use, not limited by conjuncture, which actualizes the research topic. Purpose. The purpose of the article is studying the theoretical and methodological foundations of land resources management in Ukraine. Results. It is proved that it is necessary to include the technological component in all spheres of the agricultural sector of the economy and the interrelated influence on land resources management, due to the fact that agricultural production entities are essentially scientific and production enterprises, which is due to the high science intensity of the industry; the presence of variety-testing experimental sites and tribal business; work on these enterprises of experimenters; systematic absorption of information flows of a scientific direction; cooperation with a number of scientific organizations. It has been determined that a significant share of value added along with wages, depreciation, interest, and profit is formed by rent and this is a significant motivator for agricultural production in general. It is analyzed how globalization enhances the effect of economic laws, in particular, a decrease in the productivity of production factors. Originality. The systematic place of land resources management in agricultural production is determined, which takes into account globalization influences on the structural elements of the aggregate product of the agricultural sector of the economy, which allows submitting an object-subject scheme of land resources management in which the objects of management are land, land rights, value added, which is formed through the exercise of land rights, and the subjects of management are mini-agents, micro-agents, general agents, the state, regional agents, global agents. This approach is very relevant from a practical point of view, since it gives an idea of the differentiation of the rights and duties of each of the subjects of land relations with respect to specific objects, which is especially valuable in the process of land reform in Ukraine. Conclusion. It is proved that the central element of the agricultural sector of the Ukrainian economy is land resources management, since its level of efficiency forms the supply of I sphere (production of means of production), the volume of raw materials and work performed of III sphere (storage, transportation, processing, trade), the volume of orders and provision services of IV sphere (non-production infrastructure) and is decisive in the formation of efficiency and harmonization of industries of II sphere (agriculture). The necessity of technologicalization and information development of the industry is proved due to globalization influences on the structural elements of the aggregate product of the agricultural sector of the economy. An object-subject scheme of land resources management of the agricultural sector of the economy is presented, in which the objects of management are land, land rights, value added, which is formed through the exercise of land rights, and the subjects of management are mini-agents, microagents, general agents, state, regional agents, global agents. The main problematic issues related to land resources management are identified, in particular, the role of land as a business entity, the role of land as a means of production, the role of the state in managing agricultural land. It is proved that in addressing these issues, one should focus not only on national, but also on the best global practices.
