Abstract

The problem of human capital management in modern conditions is actualized, the role of human capital in achieving strategic development goals is revealed, the essence of human development is revealed, which consists in empowering people in self-realization. A brief analysis of some trends in scientific research of the problem is presented. The approaches to the definition of human capital as a factor of economic security, transformation of managerial personnel training, and sustainable development of territories are identified. There is a tendency to develop effective models and strategies for managing human capital and human resources in scientific research. The authors also emphasize the essence and main content of the conceptual management of human capital and on the search for optimal structures for the development of human capital. Some approaches to the problem of foreign researchers are revealed.
