Abstract

The active development of international trade has created the need for a qualitatively new level of development of customs regulation within the framework of the Eurasian economic Union (EAEU). One of the main tasks in this direction is the widespread introduction of the mandatory pre-notification mechanism (PM). Therefore, this technology has become a priority for improving information technologies in the Russian customs. However, at present, not all PM problems have been solved when moving goods across the customs border of the EAEU by sea. Sea transport is one of the most complex means of moving goods to implement such a mechanism. The article substantiates the relevance of studying modern problems of individual entrepreneurs when moving goods across the customs border of the EAEU by sea. The article presents the results of a study of the opinions of various domestic authors of articles and theses of the higher attestation Commission in recent years on the topic of research on the practice of PM application in the EAEU. Specific proposals were put forward on the necessary and possible ways to address these key issues, the implementation of which will improve customs regulation, increase port capacity, save time and reduce costs for participants in foreign economic activity.
