Abstract
기후변화영향평가(CCIA)는 정부가 "2050 탄소중립"을 위해 도입한 주요 정책 중 하나로 주목받고 있다. 이 제도의 목적은 정부가 추진하는 주요 국가계획 및 개발사업이 기후에 미치는 영향, 기후변화에 대한 적응 역량 등을 사업 수행 이전에 검토하기 위한 것이다. 시행된 탄소중립기본법에 기반하여 정부는 2022년부터 CCIA를 시행할 예정이다. 본 논문은 기후변화영향평가제도 시행을 위한 국내외 동향을 분석하고, 국내 탄소다배출 산업에 미치는 영향을 전망하였다. Climate Change Impact Assessment(CCIA) has been paid attention as one of major policies introduced for ‘2050 Carbon Neutrality’ by Korean government. Purpose of this policy is to review the impact of major national plans and development projects on climate change before project implementation. Applicable Act called by Carbon Neutrality Framework Act was recently passed by national assembly and Korean government announced implementation of CCIA from 2022. Introduction of CCIA will impact green-gas emission industries on consideration of estimation, reduction methods and adaptability of green-gas emission by new project launch. This paper studied a legal and social discussion of CCIA and provided some points needed to be considered to design of CCIA framework.
