Abstract

Recently, according to the international trend of globalization and localization, many countries all over the world, including European Union (EU), have been planning national development to focus on regional development by decentralization under the awareness that regional competitiveness is just national competitiveness. 20 years have been passed since implementation of the local autonomy system. However, while various efforts were made at the national level for strengthening de facto local autonomy and decentralization, the local autonomy has not been able to move away from the centralized political system so far.BR Even now, it is necessarily required to recognize that ‘decentralization’ is an urgent task that must be pursued not only to improve quality of local resident’s life but also to gain a relative advantage in international competition. If so, we have to think about how we shall be able to put our local autonomy system on the right track in the near future, which gets into adult stage.BR As part of this consideration, we focus on the fact that political decentralization and resident participation are urgently required so that decentralization campaign by AMPCC, which was held under the concept of ‘Campaign for People’, can lead to the amendment to the Local Autonomy Act. We’d like to emphasize that decentralization campaign must be led by the people, accompanying with the genuine intend to act by the president and the central political parties.
