Abstract

<italic>Sajaegi</italic> (chart manipulation) is an act that disturbs the music market, and is a social problem that causes distrust in the music industry. This study argues that strengthened government intervention is required rather than the existing self-regulation to rectify the distribution order of the music market. Additionally, the study analyzed why the government intervention failed to secure effectiveness after the environmental change and the <italic>sajaegi</italic> problem in the music market. Government intervention in the form of self-regulation did not have a significant effect because of the following reasons. First, the gatekeeper system diversified because of changes in the music market; in particular, the influence of the chart increased significantly. Second, since the interests of actors in the music market regarding charts are complicated, the music industry’s motivation to resolve the situation autonomously is low. Therefore, the level of government intervention needs to be increased, and the public sector should create and maintain public spheres so that the music industry can discuss different interests.
