Abstract

n this article, the authors address the problem of customs administration in the Russian state, the relevance of which is associated with the steady reproduction of negative phenomena in the work of customs authorities, which form a low level of confidence in them on the part of participants in foreign economic activity. In general, the defects of customs administration are related to the systemic crisis of the Russian public administration system. The authors come to this conclusion as a result of generalizing the available array of research data on the work of the customs system of the Russian Federation, as well as analyzing the array of empirical data obtained during a sociological survey among employees of the Rostov customs (April-June 2020). The results of the survey confirmed the prevailing academic discourse point of view on socio-cultural and historical conditions of some defect of the customs system of Russia, as well as the greatest efficiency in changing its work in the positive direction of the introduction of information technologies (e-Declaration, "single window", etc.). The transition to digital and electronic methods of committing customs operations greatly accelerates and simplifies the work of the customs authorities, a positive impact on the interaction of all participants in foreign trade and customs administration system.
