Abstract
The article analyzes the concept of geo-economic space. It is shown that geo-economic space is a part of economic space that appeared in a new phase of the evolution of economic space under the influence of globalization processes, innovative and technological development of the world, accelerated consumption of world resources, and the development of world economic relations. The relevance of the study on the chosen topic is due to the fact that the Arctic zone of Russia is a geo-economic space; the rationale for improving the quality of life of citizens living in the Arctic zone, economic growth in the Arctic regions and sustainable socio-economic development is provided. The purpose of the article is: (a) to consider the approach to organizing the development of such a geo-economic territory, which for Russia is the Arctic territory, and (b) to substantiate the main provisions of the management system for the development of such a geo-economic territory. The provisions for the organization and management of the development of the geo-economic territory of the Russian Arctic are formulated and it is substantiated that the mathematical tools reflecting the organization and management of the development of the geo-economic Arctic territory are most consistent with the tools of graph theory.
