Abstract

The author examines the current state of affairs in ensuring stability in the state and the development of civil society institutions as an important link in the process of political development (on the exam-ple of the North Caucasus Federal District). Im-portant issues that worth focusing on by both the state and civil society in order to ensure the stable development of society are economic (increase in population incomes, higher living standards, lower inflation, minimal increase in prices for goods and services, low economic growth indicators of a number of regions, subsidized budgets of a number of subjects of the federation, a high level of corrup-tion), social (the fight against poverty, the growth of human capital, the implementation of investment projects and federal target programs), political (the reduction of ethno-political tension in the region of the North Caucasus, etc., the development of civil society institutions and new dialogue platforms for their communication with the authorities, the fight against extremism and terrorism, security), spiritual and cultural (the return of the Russian population to the territory of the region, primarily in the eastern regions of the Stavropol Territory, the rise of patriot-ism, citizenship issues). The author paid special attention to youth activity, which is necessary as the basis for the stability of society, the most important resource of the state and civil society. The forms of youth activity are the “wings” of political parties and movements, volunteer movements, forums, patriotic clubs and associations, public diplomacy, participa-tion in protests, demonstrations, etc. The sociologi-cal data for 2019 shows the importance of this process in all republics of the North Caucasus and Stavropol Territory, highlighting the most suc-cessful experience of subjects of the North Cauca-sus Federal District.
