Abstract

The article describes the development of language policy in Ukraine in 2010–2011. It takes into account the reaction of three European institutions: the European Charter for Regional or Minority Languages, the OSCE High Commissioner and the European Commission for Democracy through Law (the Venice Commission). In 2010–2011 European organizations pointed to the problematic aspects of the Ukrainian legislation in relation to the Ukrainian language, which was supported by these organizations for the first time. Amendments to the draft law «Law on Languages» and new draft law «Law on Principles of State Language Policy» proved to be superficial. Following the development of political discourse over the last two years it becomes clear that what was announced was true partially and the criticism of foreign organizations was often concealed.
