Abstract
Professional activity in conditions of high demands and active changes creates prerequisites for professional stress phenomena, which, if poorly managed or ignored, can trigger destructive mechanisms both at the level of individual public authorities and at the state level in general. The purpose of the work is to consider various approaches to the definition of the concept of "stress", as well as the corresponding models of organizational stress. At the same time, it was established that all of them reflect the chronology of the study of this complex process, as well as the change of emphasis in its research from physiology and medicine to the organizational environment and its impact on the employee. During the research, the following methods were used: analysis and synthesis – when forming the conceptual foundations of the etymology of the concept of "stressful situations" in the context of the public administration paradigm; systematization – when grouping factors and elements of existing approaches to defining the concept of "stress"; the method of analogies – when establishing analogies of the selected approaches with the evolution of the public administration paradigm; comparison – when analyzing fundamental differences in the field of public administration and administration and management of commercial structures; abstract-logical method – when summarizing the obtained results and forming conclusions. Results. It was established that the integration of the concept of "stress" into the paradigms of public administration took place at the stage of the emergence and use of the school of human relations, which brought the employee (official) to a new level, taking into account his needs and motives, for the effective management of the results of his work. With the use of this paradigm, there was a need to study stressful phenomena in professional activity. Synthesizing the main ideas of the classical school and the school of human relations, Peter Drucker formed the main principles of the empirical school, introducing management by goals and involving personnel in defining goals. The separation of the systematized doctrine of management as a separate science created the prerequisites for the development of stress management. Practical implications. Organizational stress is a system with a significant number of variables that needs effective management in order to obtain constructive consequences. Understanding the evolution of this concept along with the paradigm of public management will help to form effective stress management mechanisms in public authorities. Value/originality. Selected approaches to the evolution of the meaningful essence of the concept of "stress" are considered in the context of the paradigm of public administration, since the integration of this concept into the management industry did not happen immediately.
