Abstract

The sphere of education of Ukraine is at the stage of radical and large-scale changes related to the current conditions, integration into the European and world space, modernization of state support for education, the emergence of new opportunities for the development and provision of educational services, an increase in relevant risks and the commercialization of education. Institutions of higher education occupy one of the largest niches of educational consulting, expert activity and consulting in the field of fundamental research and innovative development. The purpose of the research is the scientific and methodological substantiation, development and expert evaluation of the consulting activity system as a component of the innovative management activity of the manager of the educational institution in conditions of uncertainty. The leading conceptual idea of the study is that in order to ensure the quality of the provision of educational services and the effectiveness of the higher education institution in conditions of uncertainty, it is necessary to substantiate the concept of the system and the technology of designing consulting activities. This involves identifying optimal ways of development of a higher education institution on the basis of crisis management and project technologies for the training of pedagogical, scientific and pedagogical workers and heads of higher education institutions for the design of consulting activities. The subject of the study: the content, system and technology of designing consulting activities in a higher education institution. Research methods. theoretical methods included historical, problem-targeted, logical-systemic and structural-functional analysis of philosophical, psychological-pedagogical, economic, scientific-methodical literature, which ensured the consideration of general theoretical issues related to the research problem; on the basis of the system-analytical method, a theoretical generalization of scientific concepts, developments and proposals of leading domestic and foreign scientists regarding the functioning and development of the consulting activity design system in the institution of higher education in market conditions was carried out; logical analysis of literary sources from philosophy, sociology, pedagogy; by the method of organizational and system modeling, the technology of designing consulting activities in a higher education institution in conditions of uncertainty was developed; the analysis of the results of the empirical survey and questionnaire was the basis for the development of specific theoretical and methodological recommendations; methods of forecasting and generalization of the obtained statistical information were used; empirical methods included the study of regulatory and legal documents, practical activities of institutions of higher education to establish and generalize their management experience; observation, questionnaires, event analysis, mathematical and statistical processing of received data, incl. qualitative calculations to objectify and ensure the reliability of design elements of consulting activities in a higher education institution in conditions of uncertainty. The conclusion of the study consists in obtaining: scientific and methodical materials, educational and methodical complex and course of classes, substantiated theoretical and methodical principles and technology of designing consulting activities in the institution of higher education in conditions of uncertainty, which can be useful in further scientific research.
